Bottom line

If you wear daily makeup or sunscreen, this balm offers a convenient oil-to-milk first cleanse. Its fragrance and aromatic ingredients may not suit scent-reactive eyes, and the rinse-off peptides do not establish skin repair. At the Budget tier, its value lies in makeup removal rather than anti-aging claims.

What is Shopper Fit?

Shopper Fit shows who The Beauty Briefing finds the product is reasonably suited for after reviewing the complete formula or product design, product format, expected performance, directions, tolerability, usability, and available evidence.

Depending on the product category, Shopper Fit may reflect factors such as skin type, hair or scalp characteristics, product needs, routine compatibility, sensitivity, experience level, or practical use considerations.

Shopper Fit is BB's editorial product-fit assessment, not a copy of the brand's marketing. It is not a diagnosis, a guarantee of results or tolerance, or a claim that the product is suitable for everyone.

What are Shopper Preferences?

Shopper Preferences are product attributes The Beauty Briefing has enough evidence to treat as established for the exact product. A brand statement, badge, or retailer claim alone is not enough.

Vegan
BB found sufficient documentation to verify the vegan claim within the documented product scope.
Cruelty-Free
BB found sufficient documentation to verify the cruelty-free claim within the scope of the evidence reviewed.
Non-Comedogenic
BB found sufficient product-specific evidence or documentation to support the non-comedogenic claim. A brand claim by itself does not qualify.
Dermatologist-Tested
BB verified documentation showing the exact product was tested with dermatologist involvement. This does not mean dermatologist-recommended.
Ophthalmologist-Tested
BB verified documentation showing the exact product was tested with ophthalmologist involvement.
Hypoallergenic
BB found sufficient product-specific evidence or documentation to support the hypoallergenic claim. It does not guarantee that no shopper will react.
None Found
BB did not find sufficient evidence to verify any of the controlled Shopper Preferences for the exact product.

Brand marketing tells BB what to investigate. BeautyBrief tells the shopper what BB has established.

If you wear makeup or sunscreen and want an inexpensive dedicated first cleanse, e.l.f. Holy Hydration! Makeup Melting Cleansing Balm gives you strong Budget value. The balm melts into an oil, loosens oily residue, then emulsifies with water so it can rinse away cleanly. Fragrance is the main fit limitation.

Beauty Briefing Verdict 2026 09 21T110209.310

What it claims

e.l.f. says the balm melts from a solid into an oil, removes makeup, then turns milky when water is added so it rinses clean. The current U.S. page positions it for dry, oily, and combination skin and highlights hyaluronic acid, ceramides, peptides, and a soft post-cleanse feel.[1]

PETA currently lists e.l.f. Cosmetics as cruelty-free and states that all products are vegan, supporting both controlled Shopper Preferences.[2]

Claims vs. formula

Cetyl ethylhexanoate, caprylic/capric triglyceride, and hydrogenated polydecene provide the main oil-soluble cleansing base. They help dissolve foundation, sunscreen filters, sebum, and other oily residue.

PEG-20 glyceryl triisostearate and PEG-10 isostearate help the melted balm mix with water so dissolved makeup and residue can rinse away instead of leaving a heavy film.

Sunflower seed oil and hydrogenated sunflower seed oil add more slip and support the balm texture.

The stored verified formula also contains ceramides, peptides, hydrolyzed sodium hyaluronate, phytosphingosine, glycerin, cholesterol, and sodium lauroyl lactylate. Those ingredients add conditioning support, but this is still a rinse-off cleanser rather than a leave-on barrier treatment.

Fragrance, geraniol, and linalool are the main fit limitation. They do not improve cleansing, so a fragrance-free balm is the easier choice if your skin or eyes are fragrance-reactive.

Ingredients that matter

Cetyl ethylhexanoate, caprylic/capric triglyceride and hydrogenated polydecene help dissolve foundation, sunscreen and other oil-soluble residue. PEG-20 glyceryl triisostearate and PEG-10 isostearate emulsify the melted balm for a milky water rinse.

The stored manufacturer-verified formula also lists three ceramides, peptides, hydrolyzed sodium hyaluronate and glycerin. These support the formula narrative but do not establish lasting barrier repair in a rinsed remover. The saved formula includes fragrance, geraniol and linalool.

Caprylic/Capric Triglyceride

Caprylic/Capric Triglyceride

Caprylic/Capric Triglyceride is a common emollient and occlusive that adds softness, slip, and moisture support to skincare formulas. Its value depends on the complete product, not the ingredient name alone.

Glycerin

If your skin feels dry or tight, glycerin helps your skin hold moisture. You don't need a high percentage or a separate serum when your moisturizer already works well.

Fragrance

Fragrance is a scent blend added mainly for sensory appeal. Many shoppers tolerate it well, while specific fragrance materials can trigger irritation or allergic contact dermatitis in susceptible people.

Safety and regulatory context

The official brand page markets this balm for makeup removal and declares its products vegan and cruelty-free, while the brand and independent company listings support those preferences.[1] These claims do not guarantee tolerance near the eyes.

The current page places the full ingredient listing inside media rather than accessible text, so BB retains the earlier verified formula date. That saved declaration includes fragrance and aromatic allergens, important considerations if scent exposure causes eye-area irritation.

What to expect in the short term

Massage the balm over dry skin and it melts into an oil-like texture that loosens makeup and sunscreen. Adding water turns the oil phase milky so it can rinse away.

Dry skin gets the clearest comfort advantage, while combination and oily skin can use it as a first cleanse when makeup or resistant sunscreen needs more removal power than a basic face wash.

What to expect over time

The repeat-use value is practical removal rather than treatment. The balm helps you take off makeup and sunscreen without repeated rubbing, but the ceramide, peptide, and hyaluronic-acid story is secondary to the cleansing system.

At the Budget tier, you get mini, regular, and jumbo sizes plus a complete balm-to-milk cleansing system. The value is strongest if you regularly need first-cleanse removal.

Who it fits

This makes the most sense if your skin is dry, combination, or oily and you want a rich first cleanse for makeup or sunscreen.

If your skin or eyes are fragrance-reactive, a fragrance-free cleansing balm is easier to justify. e.l.f. does not currently position this product specifically for sensitive skin or document it as non-comedogenic.

Compare before you buy

Choose this balm when low cost and a rich melt-to-oil texture matter most.

Choose a fragrance-free cleansing balm or oil when fragrance avoidance matters more than e.l.f.’s conditioning extras.

Final Assessment

If you need an inexpensive first cleanse for makeup and sunscreen, Holy Hydration Makeup Melting Cleansing Balm provides an oil-to-milk removal system. Its stored formula’s fragrance can limit sensitive-eye fit, and the ceramides and peptides do not turn rinsing into barrier treatment. At the Budget tier, value is the effective balm format and available sizes.
